I believe the central weakness of your argument is the matter of WHO
determines the "general will?"  If the general population does not determines
its own will through representative democracy, then its will is determined by
a self-appointed elite.  The problem with this approach is that the
historical evidence is overwhelming that self-appointed elites administer
states in the elite's own intrerests, not the interests of the "general"
population.
