In fact, if there are always tendencies for bureaucracies to take some power for
themselves, there is nothing inevitable about this. In capitalist society, the
rich do very well controlling the bureaucracy. The oil companies do not have
armies, and most generals and majors do not own oil companies; But the armies
will move when the oil companies need them. 
If a tiny minority of capitalists manage (by money and ideology) to control
general and majors, there is no reason why democratic structures accountable to
millions of workers could not.
