In capitalist society, the rich do very well controlling the bureaucracy. The oil companies do not have armies, and most generals and majors do not own oil companies; But the armies will move when the oil companies need them. If a tiny minority of capitalists manage (by money and ideology) to control general and majors, there is no reason why democratic structures accountable to millions of workers could not.
