Yes and no.  I think Nietzsche's critiques are often directed at Kant,
but also all the way back to Socrates and the beginnings of the 
Western tradition.  The most succuint gloss might be that N. is
critiquing the priviledging of "intellect" and foundational thought and
all the implications/entailments of them.  Is N. asking us to joyfully
and cheerfully jump into the _Abgrund_ and begin our thinking from
that perspective?  I think the answer is a resounding "Yea."
