For myself i don't believe in cultural power, or ability to power , 
neither was there control to be given or taken in the first place. I 
would opt for circumstancial power to be the element . Looking at 
present day society , with their figurehead rulers , and extreme 
isolation from the common people , there is hardly any distinction 
between who rules or not , everyone seems to be in a representational 
realm(the Clinton admninistration and in fact perhaps the whole of the 
US government is ruled by their economic policies OR to make my argument 
a little more exact , ruled by another government another 
administration). What makes a person to be FIT for rule is that he is 
able to rule the people that he/she wants to rule without making that 
feel "ruled" . this representational realm must accord with the 
ways,wants and needs of the public to perceive the ruler. (well for 
example giving them something to take something else.. eg free library 
given, records of borrowing taken) .Its an intricate affair in other 
words, intricate enough to obsure whatever "control" there is to a 
minimal awareness in people. even the politically-active groups link 
"observable"(anything observable is represented)(and in the realm of 
represenatation the ruler is lord)empirical evidences to their ethical 
judgements of the government . and mostly they are one-sided.
