In _Zarathustra_ (Kaufman trans.) Nietzsche writes:

"Whatever lives, obeys. And this is the second point: he who cannot obey 
himself is commanded. That is the nature of living."

Thus, someone who could not obey himself (the dictates of his or her decision 
whether or not to confess) would be commanded by another (by the interrogator 
or by the other prisoner's decision whether or not to confess).
