If you equate the 1st world nations to the dog owner, and 
the 3rd world to as the dog, then your saying that the 1st
world nations 

a) own the third world nations, 
b) abuse them with malicious intent
c) have a moral responsibility to help industrialize/aid them.

you are wrong on all three counts. especially
considering that the wealthier nations of the world
give foreign assistance between 50 - 100 billion
to third world nations per year.
