[FBIS Translated Excerpt]     Leader President Saddam Husayn, may God
watch over him, chaired the 30th session of the Council of Ministers.
While discussing the Arab and international situation, the leader
president, May God grant him victory, delivered an important speech. The
following is the text of the speech:

    "In the nation's fateful issues, we do not discuss secondary points,
but base our views on main principles, including the fact that Palestine
is Arab and Palestinian and that the Jews who immigrated to it are
foreigners. This grave error must be rectified. If the international
organizations do not rectify it, then the Arabs should rectify it through
struggle and jihad. The Palestinians have begun struggle, jihad, and
generous sacrifices. Therefore, duty requires that we support them.

    "The US administrations are living under Zionist influence. These
administrations are under the illusion that they could set up an illegal
interest at the expense of the Arabs through their alliance with Zionism.
As long as this is the situation, these administrations are an enemy of
the Arabs. Therefore, we do not preoccupy ourselves with details. This is
because if we do this, we will achieve for them what they want; namely,
mixing up the trenches and cards and dragging the Arabs who accept this
into minor details, just as some people have been dragged recently.
Therefore, we should tell those who ask us that we take pride in Mr.
Yasir Arafat as a Palestinian struggler and mujahid first before his post
as a president of a republic. We consider the post of president of the
republic to be an issue decided by the people. This is a title deserved
by a person when the people decide this. The Palestinian people have
decided this.

    "Instead of demanding the liberation of Palestine, the Arabs are
today demanding that Yasir Arafat not be removed and that he be dealt
with. In 1967, some Arabs suffered from the same illusion when they
replaced the return of the national local territories of Egypt and Syria
with the recognition of Resolution 242 and afterward Resolution 338. The
1967 war broke out because Palestine was occupied. After the 1967 war, we
practically abandoned Gaza and the West Bank because of the weak legal
form in the resolution, which contains a reference to Israel's withdrawal
from occupied territories, according to the English text. Thus, the
Zionists are practically dragging those Arabs who accept this new
position from one place to another. We do not want to be a part of this
game. We demand the liberation of all of Palestine. We believe that this
responds to logic, right, and fairness. The Jews who came from countries
that exist on the map should return to these countries. As for the Jews,
Christians, and Muslims who had been in Palestine before 1948, they
should remain in Palestine and be governed by a free and direct choice of
those who lead them and take care of their affairs.

    "The basis of western democracy is the satisfaction of the centers of
power and companies, as well as the satisfaction of companies and US
interests as a whole in terms of foreign relations.   Their slogans have
been exposed.   However, we were surprised by the distorted picture of US
democracy.   We were not surprised by the US Administrations' fateful
alliance with Zionism at the expense of the Arabs, their holy places,
their land, and their history -- now and in the future.

    "We were aware of the whole picture at a time when some Arabs were
not aware of it.   Now, however, all the Arabs can see this picture with
the exception of those who want to close their eyes.   Each move has a
basis and the results are linked to this basis.   Therefore, we can
explain many results even before we reach them.

    "In the past, we were not interested in studying the US harm
inflicted on others.   This is expected, particularly with regard to
people who are not specialists.   The specialists, officials, or
intellectuals follow up the acts of others even if harm is not inflicted
on them.   So, what will it be like when harm is done to them?

    "As for us, the harm, which the United States has inflicted on the
Arabs in an exposed way since 1967 until today -- through the Zionist
entity and others -- has been done by Zionism and the US Administrations.
  Therefore, it is natural to dwell on the basis of the American state
and the basis of the idea, which created the Zionist entity, which was
born in the womb of the western, colonialist, and selfish thinking.   As
Britain represented the lowliness of this thinking in one of the stages,
America has been representing this lowliness for some time now.

    "America established its state through killing and usurping the
rights of others, thereby bypassing all the meanings of humanity,
fairness, and dignity.   This is how the American state was established
and this how the US economic system was established.   Therefore, when
this is how it built the state of whom it called its people, it is
expected to deal with others in accordance with this law.   We will be
stupid if we imagine that it will deal with others in accordance with a
different law.

    "America, therefore, has been the enemy of nations since it was
established, not only today.   And since it was established on the basis
of killing and usurping the rights of others, so it is expected to be the
enemy of nations when it goes outside its borders.   What makes things
worse is that when it went outside its border and established a selfish
alliance with the Zionist entity -- or when it found in the Zionist
entity, which was planted in the heart of the Arab homeland, the interest
of the centers of power and the companies, which it represents in the US
Administrations -- it became worse.

    "Therefore, anything issued by the United States with regard to the
Palestinian issue will not surprise us. This is because our eyes are
open, our mind is alert, our conscience is alive, faith is in our hearts,
praise be to God, and our will is there.   Those who do not want to know
the intentions and hostility of America are the ones who close their eyes
and paralyze their mind and conscience.   And those -- whether they are
foreigners or Arabs -- shoulder the responsibility.   With regard to the
Arab citizens, I believe they understand things as we understand them."

    The Council of Ministers then discussed the topics on its agenda and
adopted the necessary decisions and recommendations.   The Council was
briefed on what was achieved in the field of industry and on the
implementation of the projects aimed at developing oil fields, as well as
the efforts exerted in these projects.   The Council was briefed on this
achievement to benefit from it in order to enhance industrial experiment
in the country and to ask the other ministries to move in this direction.
