Very aptly put. 

Brings irc channels to mind where channel founders clamour for joiners
by promising them "ops" status (some admin rights such as setting topics
and banning people) and the later joiners sucking up (aplogies for
failing to find a polite phrase of equal descriptive power) to channel
ops for favoured treatment in channel.

Not that I mind channel ops having power to ban since channel chat is
forced on all participants in one window. 

I do mind banning by list moderators since list readers are free to read
or delete posts.
