It does some of what you're looking for.
It is a web-based course interface which has capabilities for posting 
readings (web-coursepackets) maintain a class LISTSERV, post assignments, 
syllabus and a host of other things. Here at Penn its coordinated by the 
library. Students log in and do whatever you assign.
