I can't help much with 'definitions' either. But here in NZ it seems that
the portrayal of NZ as part of asia is produced predominantly by the
government and the motivation is an economic one.  From what I understand
something similar is going on in Australia.  This isn't my area, so someone
else may correct me.
The question would seem to be what is at stake in utilising these various
descriptions. As you say it is very complex and probably quite different to
NZ.
