The difference between Guadeloupe and New Caledonia is more or less the
difference between Hawaii and Puerto Rico.  Guadeloupe is a department,
just as Seine et Oise is a department, etc.  Guadeloupeans vote in French
elections, have French passports, etc.  They are thus like Parisians, in
administrative terms.

One must not confuse categories for propaganda purposes.
