Nightline w Ted Koppel, I heard, did a whole show on how the CIA could not
prevent the tests. another columnist I read said that the CIA was caught
napping, and if the US had known that the tests were coming, India could
have been "jawboned" into cancelling them. Now why is the poor CIA in so
much trouble? Even if they had known, how far could they have gone in
stopping an independent country from doing as it pleased?
