The first paragraph is form the Quran, so
that may be the reason why they don't want to translate; the second one
means "all or nothing at all," or liretally "either all, or nothing."
I just said the paragraph is from the quran, but that may be the trick, I
mean it may have been written so as to sound like it is Quranic. 
It roughly means soemthing like "When they are told not to cause evil on
the earth, they reply "we are just reformers," but know for sure that they
are the evil-doers themselves"
As I said, it may well be a fake; in the case that it is not, your friend
should find the exact verse and find a good translation, bcs, as you can
imagine, it is not very advisable to give approximate quotations from the
quran
