Inneresting points, cj. It's not surprising that in many parts of the world 
the formal properties of written English shoud be used to tame the wilder
vagaries of speech. 

Spelling and punctuation, perhaps because they are such visual indices 
of "accuracy" in the language, are considered touchstones of academic 
credibility, success, and, very often, sense. They can even, it seems finger 
one for one's solicitudes, prodding the offender into a type of custody. "A 
question-mark now hangs over your future, young man".
