very interesting.
i think you are referring to the article, "On postmodernism and
articulation: an interview with Stuart Hall"(edited by Larry Grossberg)
which first appeared in Journal of Communication Iinquiry (1986) 10, and is
now  included in M.David & K.H.Chen (eds.) Stuart Hall: Critical Dialogues
in Cultural Studies, 
Routledge, 1996.

if that is the case, on page 145-47(David & Chen 1996), Hall did mentions
Laclau and Mouffe's book several times, though there is no such wording as
"over-theorized" or theories "overdeveloped".
