I think it's Gypsies distinct culture that aids in that.  They have cultural 
views on nomadacy and theft that are extremely different from most European 
traditions as well as other more established ehtnic groups in Asia and 
Africa.  I know of no known society that accepts (celebrates?)  stealing as a 
necessary part of social order (inorder) and looks down up a sedentary way of 
life like the Gypies.  
Perhaps its thier strong and unshakable bond with their culture that makes 
them so despised.  
For while they live in countries all over Europe they never seem to (as a 
group) conform to or adopt the dominent cultural practices of their host 
country.  

I think the real issue here is why any groups are reviled at all. . .why do 
humans hate difference so much?
