The expression "not white, not quite" is found in an essay by Homi Bhabha,
and refers to how the British felt about the Indian elite (Fanon is
obviously invoked here as well). Haven't read abut it in relationship to
Ireland, but, given debates about white settler colonies and whether they
should be considered colonial or postcolonial, I would say that such
countries are "not quite not (post)colonial"  Joe F
