I know Europe and USA has not the same approach to copyright issues, i Europe we dont have any "fair use" of academic material, but in the case of Contentville, this is not a service to the academic community or to the public, without a clear commercial service, transgreding your "inmaterial copyright". If I were one of the ppl whose dissertations are being solded, I should sue them.
