Terry got this kind of letter a while a  go and contacted me about it. My 
advice is to desist from replying to such letters since they are scams. I 
personally believe that the scam is based on the stereotype that people tend 
to hold about developing countries: military juntas plundering the country 
and corrupt bureaucrats cashing in on the disarray. Anyone who desires to 
make millions without working for it will fall for this any time. The moral 
question is why would anyone help crooks defraud a struggling country? 
Obviously, these crooks get cooperation here that is why they send out the 
letters.

There are other issues that may be of poco interest but am not in the mood 
to get into them right now.
