I've worked with Africare a Washington, D.C. based organization as well as CAR
E which works throughout the world in aid efforts.  I'm not sure what your 
criteria is for organizations that "sponsor a child with a cup of rice and 
english lessons"  as they all inadvertently end up doing so but these are two 
organizations that have a mission of cooperation toward independence rather 
than handouts.

Their is also an online site that I have never done any research on nor
