It is necessarily false to think that there is one cause and one cause only to the conditions of any situation of oppression. The 20th century gave us ample evidence of that. The wrong doing of world empires -- the USA -- does not cancel out the evil wrong doing in the countries that are being exploited. This is common sense. For instance agreeing that the "Gulf War" was set up to protect American oil interests does not in any way deny or cancel out Saddam Hussein's responsibility for the crimes he has perpetrated against his own nation and people. His crimes are wellk documented and well known. I think part of the problem arises because know that the USA is constantly manipulating the various smaller despots for its own ends. And so on. But from an ethical view point the big guy being Bad does make the Little guy less accountable, but accountable in different ways. If all the blame were to be put on One side then we would all lose our freedom,our freedom to rebel, to change, to revolt and to choose our freedom.
