Cecile,
       Foucault's Discipline and Punish discusses the psychological effect of 
punishment upon spectators and how they reacted to it.  I believe he suggests 
that there was a false perception that spectators were appalled at the sight 
and their negative reactions led to the end of this practice.  What was 
really true, in his opinion, is that it became convenient and advantageous to 
exile criminals rather than torture them publicly.  Some of these criminals 
left France for Canada.  French colonials were a desirable commodity...so a 
swift conversion from criminal to colonial took place.
