Use latex as a paint base.  Get a thin pure formula from Mydrin or Burmans
and just add water based pigment.  I suggest that you only add Prosaide if
you need to boost the formula's adhesion.  However, the latex peice you are
painting needs to be clean and free from wax in the formula.  


 Now to the next question...

I agree with previous posts that contact cement and Barge are the best.  Use
nonflamable contact cement if available.  One of the problems is that OSHA
is discontinuing all products of this sort that contain solvents, so we are
on the lookout for the strong water based glues that are clear and remain
flexible.  There is NOTHING that comes close at this point that we've
tested.  The solvents are needed to bite into the latex for that awesome hold.
