Dear Rick,
I have found that white or offwhite SCULPY or FIMO works nicely for 
making eyes if you're willing to spend a little time shaping, baking and 
sanding.  If sanded with varying grades of paper from 100 down to 1600 
its not too difficult to remove any sore spots you're not happy with and 
still put a soft polish on the eyes.  After the shape is right, I play 
with eye placement on the head.  When I've found the right spot to put 
them, I tape them on with masking tape and start experimenting with pupil 
position by marking on the eyes with a soft pencil.  Once the right pupil 
positions are found, remove the eyes from the head, erase or sand the 
stray unneededpencil marks with sandpaper grade 1600 (a good clean eraser 
works best) mask off the whites of the eyes, and airbrush the pupils in.  
If an airbrush is unavailable, latex paint can be painted on by hand but 
care is needed to avoid lumps of paint on the pupils as these can catch 
light and looks untidy.  Once the paint is dry, the eyes can be attached 
with contact cement or any other strong glue or epoxy.  Hope this helps!
