Ray,
I have been doing a paper puppet workshop for a couple of years and it
seems to be successful. It is presentation and hands on. About an hour
long geared for ages 7 on up. In it I go over the three major types of
puppets (considering shadows to be a variation of rod). Tell about a
little about each one, with physical examples. For marionettes (as
examples) I use Margo Rose's newspaper marionette, which is just a
beautifully conceived design, and an Indian facsimile. We then make a
one page one string marionette that I designed. The rod puppets are
examples only using two feather dusters,  made with the same features
but in different directions, and a stuffed animal that I adapted. I was
looking for accessibility for the kids and to excite their imaginations.
For hand puppets I use a head and a cloth, and teach a little about the
"language of the hand puppet". Especially effective is in leading the
kids to try and say no with their fingers. Try it and you will see why.
After that it is on to mouth puppets, a simple folded one for learning
how to make your hand look like it is talking, and a more complex two
parter (if there is time which depends on the age) which includes some
original paper sculpture stuff.
I bring some simple staging and the workshop is ready to go in about ten
minutes.
I request that the school provide scissors and glue sticks for each
participant. And I have extras with me.
