They use a POST display or POST TREE set up. You could make a single tree style with a six foot 2" closet pole attached to a base, then drill 1/2 " holes in it at a 45 degree angle and insert 1/2" dowells that are the length you need for the puppets. Make the lengths slightly less than the total length of the puppets, so the dowell end won't poke the inside of the head. A single tree set up might hold 10 puppets. You could make as many as you need. After they've aired out and dried you could easily slip a plastic bag to keep off dust.
