I think that the "point" he is trying to make is simply that MOST people
have thought of "800" numbers as "free" calls and even now that we have the
"808" numbers, they are also still "free" to the caller.  The implication is
that these numbers, being very close to those that are routinely thought to
be "free" are also free when they are NOT.  Anything deliberately "arranged"
to appear to be "free" when it's not is a scam in my book, too !  But I do
agree that it is the caller's responsibility to check for sure !
