I'm quite sure that there are a number of mold making compounds that should
NOT be used on bare skin, no doubt whatever and indeed, there may varieties
or kinds of "plaster" that shouldn't either, but those words "always" and
"never" seem to have a way of bringing out all the exceptions, don't they ?
<g>  I've used the plaster impregnated cloth "bandages" used medically for
the casts on arms and legs to make puppets and the like and perhaps the bulk
"plaster" I've used was "medical" plaster - if such a designation exists.
But like you, I just went to the store and bought "plaster" and never found
it to be dangerous.
I do, however, advise anyone using ANYTHING on bare skin to "read the
directions".  Some of us tend to use the maxim, "When all else fails, read
the directions (or manuals in the case of computers !) <g>".
