Use an industrial grade latex that is a little more rigid. Chicago Latex
address is found on the puppetry home page, they supply different thicknesses
of Latex. To paint latex--dillute dry pigment in a solution of rubber cement
and thinner. For white I found that white oil paint added to a dilluted
rubber cement works great. For detail on latex graphic markers help with
small details.
I wouldn't recommend placing wire inside latex. If does work but over time it
will pierce the rubber. You can use a slush latex for the skin of the mold
and then  use cotton balls to give it bulk. However it it may take a while to
dry.
