  It is called flocking. I am sure you have also seen toys in stores that
have this coating as well. It involves coating the object with an adhesive
and then covering it with small fibers. It is best done with an
electrostatic device but doesn't have to.
  I think Steve Axtell has a description and picture of such a device on his
web page "How Too" section.
