        I know what you're talking about Bill, I've seen it used on plastic
dolls and hats. I think it is some kind of flocking (a process I've posted
about in the past). I believe, but am not sure, that it is done in some
sort of industrial process. At Famous People Players, years ago all of our
TV props were flocked to hide seams in foam but flocking and flocking guns
have been banned in Canada because of safety issues for years.
