Hi Bill,
   The best paper mache method I've ever used is the recipe that David
Syrotiak, Jr. gave me. It's easy and very strong. I have the recipe around
here somewhere...but maybe David will see this and respond.  Meanwhile, I'll
find the directions and post them if he doesn't answer.
