Dear Dave,

You originally asked for information on construction techniques for vents, 
which implies a certain amount of rigidity. However, for your purposes, 
perhaps what you really need is a moving mouth puppet made out of foam 
(similar to a "Muppet" style puppet) and possibly covered in fabric. I think 
that you might find the flexibility of a foam puppet more to your liking than 
a neoprene puppet. Foam puppets can be made with either a hard or a soft 
palate.

Drew Allison and Donald Devet have written two great books detailing how to 
make this style of puppet:

The Foam Book
