When I attatched feathers to the body of my phoenix puppet, I first covered the foam body with long strips of duct tape, then used a small square of duct tape to individually stick down the base of each feather, layering them in overlapping layers from the bottom of the bird to the top. Duct tape does stick well to other duct tape.
