When I attatched feathers to the body of my phoenix puppet, I first covered
the foam body with long strips of duct tape, then used a small square of
duct tape to individually stick down the base of each feather, layering
them in overlapping layers from the bottom of the bird to the top. Duct
tape does stick well to other duct tape.

When I finally reached the top of the bird's feathers at his beak, I glued
down a few overlapping layers of tiny little feathers using a tube of
quick-set cement glue.
