My favorite festival format was done by Mike Pedretti at MTI (Movement
Theatre International) in Philadelphia. He did it for the Clown Congress
(1991) and the Decroux Festival (1993)
I did ISTA in Copenhagen in 1996 run by Teatr Odin and it was roughly the same.

You pay a set fee. Food is on your own, but there's a big cafe that's kind
of the headquarters/beer tent of the festival.

A week before the festival, 2 or 3 weeklong master classes. You pay extra
for these.

The Festival is 4 days -- Each invited artist (6 or 7) does 1 or more
performances in the evening, all open to the public, but one show is
pre-sold to MTI attendees. (There are a couple of matinee shows as well,
so everybody can see every invited performer. )

During the day are some workshops and some colloquys (too many to see
everything, as they run simultaneously) There are also a couple of work
showings, in the afternoon when there isn't a matinee, so that 8 groups can
each show a half hour segment. These are open to the festival alone.
Late night cabaret/open mike (ten minutes tops)

Last night is a performance for the public of three of the 8 groups that
performed alone (you might win a prize too, I forget) Afterwards a big
party!

The week after the festival 2 or 2 weeklong master classes. You pay extra
for these too.
