Yes, there is a water based contact cement that we purchas out here in 
California at Home Depot, a major home improvement/hardware store/lumber yard 
store.  It has not toxic fumes.. I also use it as a carrier for mixing with 
acrylic paints to paint on rubber, latex or other non-solid surfaces...works 
great.  If air gets to it, it will not readily solidify or skim over like 
paint, but rather, mildew like milk and then it smells...but the smell is 
from the bacteria ( I guess, not the toxic stuff.)  Jim Gamble
