For a non-toxic glue that works well with foam and children, use Aleene's Designer Tacky and a hair dryer (the latter with thanks to David Pannebaker -sp. on his name). My 2nd - 5th graders used it last year for their foam cats and then acrylic paint to paint them. They were adorable!!! I've taught puppetmaking for 20 years to kids so I've tried a lot of glues. This works and what's best is you can order it online through the Aleene's website.
