Have used a flocking unit before that was really swell.  it was very pricey, 
but worth it.  It was a plug in AC model.  Bought it from a company in So 
Cal.  We modified it to flcok hair in lengths up to an inch.  Works fabulous 
on realistic animal puppets and even on humans when applying fake beard 
stubble.

Static electricity is very different than AC or DC.  Will find out more 
details for you.  Be careful with AC. It can KILL you or even worse.

Flocking can be poured onto an object.  Or sprayed onto an object, or the 
object can be rolled in it.

Michaels Art supply store sells flocking kits that essentially Yorkers 
(empty glue bottles) with a big hole in the nozzle to dispense the flocking.

A final alternative is to find someone else to do it for you.  There is an 
American flocking association on the internet that lists dozens of vendors/ 
suppliers and Flockers ( can I say that in polite company?)

The flocking can then be airbrushed with laquer or acrylic based paints with 
low paint flow and high air pressure (80 psi).  Or it can be subtly colored 
with powdered pigments (rouge, eyeshadow, etc.)
