Neoprene formerly available from the California supplier was in liquid form, 
about the consistency of milk.  It had a very long shelf life as long as air 
didn't get to it.  As half used containers leaked air inside, the liquid 
would solidify slowly over time.  I've never heard of the powder form..  Jim
