 IMHO, the Folkamanis idea is a good one, but that's not really 
what you asked. I wonder if a marionette is really what is called 
for here, but if you want to persue it further you might try a book 
that is still on many library shelves called "Puppet Circus" by, I 
believe, Peter Frasier. I don't think there is a dog in it but it does 
have some other animals in it that you could change the pattern 
on to make a dog.
 If you go the Folkmanis route you might be able to have Toto just 
be a hand puppet, or maybe even cut it up and make a 
marionette out of it with some adaptation. Depends on how 
taltented you are in this area, how much budget there is for it, 
how brave you are to tackle a job not knowing how it will turn out., 
and, last but not least, whether or not it needs to look real. Good
