The two reins become the long sides of a parallelogram, the dowel that goes between the two sides (inside) the head and a similar (but maybe shorter piece) at the end of the reins held by the front puppeteer make the other parallel sides...but of course if one end is shorter, the parallelogram becomes a trapezoid, but never mind. It's this four sided figure that controls the head in all the directions you requested. ALL THE JOINTS IN THE REINS SHOULD BE FLEXIBLE, BUT EASILY MADE BY OVERSIZED HOLD AND SCREW WITH LARGE HEAD, WASHERS, ETC.
