The most likely source of miniature pulleys would be a supply house for
radio controlled model airplanes. There used to be a place in NYC called
"America's Hobby Center" (AKA: Modad's) phone #: (212) 675-8922. Don't know
if they are still there or not.
But you say you might need hundreds? That could get expensive. If all you
are doing is guiding lightweight fishline or kitestring, is there any
reason why they have to be pulleys and not simple eyes?  If that's the
case, you can use the teflon or ceramic lined eye fixtures they make for
fishing rods. They come in a wide range of diameters down to about 1/8",
and they each have a nice heavy "foot" attachment that makes them easy to
mount anywhere. Fishline slips across them as smooth as silk, without
binding, wearing or kinking, even if turning 180 degrees.
 Ask at a good fishing tackle store, one that makes custom rods. They might
have a big stash of miscellaneous eye fixtures (I think they're referred to
as "guides") that you could get for reasonable price.
