Try any recordings by Raymond Scott. He was the inspiration for the music in 
the old Warner Bros. cartoons. Some great, kooky, music there. Some great 
song titles too (Dinner Music for a Pack of Hungry Cannibals, War Dance for 
Wooden Indians, The Tobacco Auctioneer...). His one "hit" was The Toy Trumpet.

There are a couple pieces that would work for chase music. I know of at least 
two CD's with his music on it, there may be more (check out Amazon.com).
