  One solution is to transform the puppet into a rod puppet, so that the
puppeteer's hand doesn't need to go into the mouth at all.  I recall hearing
from the folks at Animax, who did the Little Mermaid puppet show for Disney.
OHSA (or whatever the acronym is) required that Disney either provide one
puppet for each perfomer if they were mouth puppets, so they wouldn't need
to share puppets, or make the controls something that could be wiped off...
ie. rod puppets.  They made rod puppets.
