In one of the Puppetry Yearbooks of Paul McP., there is a woodcut of a device similar to that which you described, with a brief article mentioning rosin. It may be the same stuff ballet dancers use(d) on their toeshoe points. It came in rock form and was crushed into a box offstage for the dancers.
