I've seen sets like that on Ebay.

I have a catalog from Petra Toys.  The date on it is 2001 so they might 
still be around.  The set that you describe is in it.  Here is their contact

Greetings:

I was wondering if anyone might know where I could buy little "Czech-type"
marionettes.  They are about six inches in height.  The control is a white
plastic rod that comes out of the head and manipulates the arms with a
string.  In an old catalog from "The Puppet Store", they are sold in a set
of 12 that includes grandmother, little girl, little boy, witch, jester,
water sprite, mother, devil, queen, king, princess and father.  There is
also a little marionette toy theater that is designed for them.
