Neoprene can form bubbles very nicely if poured from any height above the mold at all (the deeper the mold, the worse it can be). I've found it helpful to tip the mold at an angle and pour slowly as close to the mold opening as possible (as well the other techiniques Jim mentioned). That way the neoprene is running slowly down the side of the mold instead of splashing and causing bubbles. That has worked well for me at any rate.
