You might want to also try Novica.com.  They have a lot of art from around the world commissioned from artists & it sounds like they are part of a network that protects international artists from being taken advantage of.  If there is a 10,000 Villages where you are, that's another resource, but it's a potshot.

There was a store in Soho in NYC - Leekan Designs that sometimes carried puppets, but a bit overpriced.
