The restrictions on the giant puppets do not say "you can't say the WTO is bad", but rather focus on actual physical concerns. I myself, have made "giant" puppets (only 8'... but still noticable in a crowd) which would fit within the restrictions and allow a message to be communicated... if that is really all they want to do.
