If I am creating a hollow head - puppet or doll - I use a strong, smelly glue to the surface I attach it too & put air drying clay over eyeball & around eyelid area on the inside.
You can reinforce it with papermache after it dries if you 
don't want to take chances.

I would be leary of using just glue or just wax.  One of my puppets (large) has a dangling eye because my movers/packers did a very careless job because I didn't secure it with clay.
